Zoning Ordinance Update

The Borough of State College is conducting a major update to its Zoning Ordinance. The current ordinance is now out-of-date, and needs to be comprehensively updated in order to better implement the Borough's different planning documents. The update will also ensure the Borough's Zoning Ordinance is internally consistent, modernized, aligned with contemporary zoning best practices, and more user-friendly.

We are seeking your input to assist the Borough staff and consultant team in its background research for the Zoning Ordinance update, and appreciate your taking a few moments to share your thoughts. We encourage you to fill out our survey (which may be submitted through June 16th), participate in public meetings, and review the posted documents.

We are currently seeking members for the project’s Advisory Committee, which will be composed of 16 members appointed by the Borough Council. The Committee will include representation from the following members of the State College community:

  • Borough residents with professional experience with planning, zoning, and related issues (housing, transportation, environmental, architecture, etc.)
  • Neighborhood association leadership
  • Engineering and design professionals with knowledge of and experience with the Borough’s current ordinance
  • Individuals with strong local real estate/finance knowledge
  • Representation from the Penn State student body with an interest in planning and zoning
  • Business owners operating a non-real estate business in the Borough (or operated within the last three years)
  • Large Borough property owners or managers (owning or managing over ten properties)
  • Small-to-mid sized property owners or managers (owning or managing ten or fewer properties)
  • Representation from Penn State University with significant experience with campus planning and development
  • Current members of Borough Authorities, Boards, and Commissions
  • Building professionals (contractors and builders)
  • Representation from the Downtown State College Improvement District & CBICC board

Interested and qualified individuals are encouraged to fill out a Committee Application and submit it by the June 16th deadline.
